The Team

Lukas Spielberger

I work as a Research Scientist at the University of Luxembourg (Department of Social Sciences) and a Senior Associate Researcher at the Vrije Universiteit Brussel (Centre for Security, Diplomacy and Strategy).

As the Principal Investigator of GEPF, I am responsible for all aspects of the project, from data collection to publications. Previously I have worked as a postdoctoral researcher at the Vrije Universiteit Brussel and the University of Luxembourg. I defended my PhD (cum laude) at Leiden University in 2023.

My research interests include the European Union’s financial instruments and the political economy of international financial markets. To understand these topics, I mostly focus on how institutions constrain and enable certain policy decisions.

My work has been published, among others, in the Journal of European Public Policy, West European Politics, New Political Economy, and the Journal of Common Market Studies.

Marilyne Caputo

I am the first Research Assistant to work on GEPF. Within the project, I contribute to data collection and analysis, and I support the project’s research outputs and public communication.

I hold a Master’s degree in European Governance from the University of Luxembourg, where my thesis analyzed how the European Court of Auditors contests the EU’s climate tracking methodology. Previously I completed an internship at the Joint Secretariat of the Interreg Greater Region programme.
